control equipment, 5 years as an Engineer in the Noise Pollution

Section of the Ministry of the Environment, and over 30 years in

Acoustics and Vibration Consulting, the last 24 of which were as

principal of J.E. COULTER ASSOCIATES LIMITED. Mr. Coulter's
practice
covers a broad range of acoustical consulting with particular emphasis
on environmental noise growing out of his experience in assisting in
the
preparation of the various MOE noise and vibration guidelines.
