Since 1971, Mr. Coulter has held positions in industrial sales of noise control equipment, 5 years as an Engineer in the Noise Pollution Control Section of the Ministry of the Environment, and over 30 years in private Acoustics and Vibration Consulting, the last 24 of which were as founding principal of J.E. COULTER ASSOCIATES LIMITED. Mr. Coulter's practice covers a broad range of acoustical consulting with particular emphasis on environmental noise growing out of his experience in assisting in the preparation of the various MOE noise and vibration guidelines.
